     The Board of Supervisors of Humboldt County, Iowa met at 8:30 a.m. on the 4th day of June 2018 with the following members present:  Mattes, Lee, Underberg, Pedersen and Reimers.  Absent:  None.

     The Chairman called the meeting to order.

     Moved by Lee and seconded by Mattes to approve the amended agenda for the June 4, 2018 Board meeting.  All voting aye.    

     Moved by Underberg and seconded by Lee to approve the minutes for the May 21, 2018 Board meeting.  All voting aye.

     Chairman Reimers opened the meeting up for public concerns. No one was present to speak so the Board continued with their regular meeting.

     The Chairman tabled discussion on the MIDAS 2039 Long Range Transportation Plan until a later date.

     Moved by Mattes and seconded by Underberg to approve an application to work in the county right-of-way for SSI (Rod Naeve) in Section 26 of Avery Township.  All voting aye.

     Moved by Underberg and seconded by Lee to approve Pay Voucher #2 to Manatt’s Inc. for Project #LB-19-1 (C49 Paving) in the amount of $464,641.60.  All voting aye.

     Moved by Pedersen and seconded by Underberg to approve extra work order #2 to Manatt’s Inc. in the amount of $2,850.00.  All voting aye.

     Moved by Underberg and seconded by Mattes to approve plans and specifications and set a bid letting date of June 20, 2018 at 10:00 a.m. for the following replacement structures:

     LC-102406, Box Culvert on P29, Sections 23/24. Weaver Township

     LC-172800, Box Culvert on P66, Sections 28/29, Norway Township

     LC-372105, Box Culvert on P66, Sections 20/21, Vernon Township

All voting aye.

     The County Auditor discussed with the Board the 28E Agreements with the cities for Sheriff services without a voted levy and the need to start a discussion between the Supervisors and the cities on any revisions with those agreements.  No official Board action was taken.

     Moved by Mattes and seconded by Lee to recess as the Board of Supervisors and convene as the Board of Trustees for DD#4 and DD#6 Main Tile and Branch B.  All voting aye.

     Moved by Mattes and seconded by Lee to adjourn as the Board of Trustees for Drainage and reconvene as the Board of Supervisors.  All voting aye.

     Moved by Pedersen and seconded by Lee to go into closed session per Iowa Code Section 21.5 (1c) “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent . . .”  All voting aye.

     Moved by Pedersen and seconded by Underberg to come out of closed session and go back into regular Board session.  All voting aye.

     Moved by Pedersen and seconded by Underberg to approve Option A discussed in closed session.  All voting aye.

     The Board of Supervisors and several members of the public were present for the public input period on the first reading of a revised Humboldt County Ordinance #68, an Ordinance on wind towers.  After much discussion, it was moved by Mattes and seconded by Lee to accept the changes suggested to Ordinance #68.  Further discussion was had and then Supervisor Lee called for the question.  Ayes: Mattes, Lee, Pedersen, Reimers.  Nays:  Underberg.

     Moved by Mattes and seconded by Pedersen to adjourn at 10:49 a.m.  All voting aye.
