     The Board of Supervisors of Humboldt County, Iowa met at 8:30 a.m. on the 30th day of July 2018 with the following members present:  Mattes, Lee, Underberg, Pedersen and Reimers.  Absent: None.

     The Chairman called the meeting to order.

     Moved by Mattes and seconded by Lee to approve the amended agenda for the July 30, 2018 Board meeting.  All voting aye.

     Moved by Underberg and seconded by Pedersen to approve the minutes for the July 23, 2018 Board meeting.  All voting aye.

     Chairman Reimers opened the meeting up for public concerns. No one was present to speak so the Board continued with their regular meeting.

     Moved by Pedersen and seconded by Lee to accept and place on file the Veteran Affairs Quarterly Report for the quarter ended June 30, 2018.  All voting aye.

     The time of 9:00 a.m. having arrived and it being the date and time for the sale of Oxbow Park in Humboldt County, it was moved by Lee and seconded by Underberg to close the time for receiving bids.  All voting aye.

     Three bids were received for the property for sale by the county.  After opening all the bids, it was moved by Mattes and seconded by Lee to accept the bid of $166,000.00 from Sam & Lakyn Harvey with possession of the property as of September 1, 2018.  All voting aye.

     The Chairman declared a brief recess.

     The Chairman reconvened the meeting.

     Moved by Underberg and seconded by Pedersen to approve Resolution #2018-17, a Resolution for the sale of Oxbow Park as follows:

RESOLUTION # 2018-17

 

A Resolution to convey Humboldt County’s interest in the property described as: The Oxbow Lodge located at 7 Park Road, Humboldt, Iowa. Legal description: Commencing at the Southeast corner of Section 34, Township 92 North, Range 29, West of the 5th P.M., thence North 0 degrees 18 ½’ West, 112.2 feet along the east line of said Section 34 to the northerly right of way line of highway No. 3 as now established, thence North 90 degrees 00’; West, 2499.0 feet along said right of way line to the point of beginning; thence north 309.1 feet to the east bank of the west branch of the Des Moines River, thence in a southwesterly direction along said river bank 462.5 feet to a point 342.7 feet West of said point of beginning, thence East 342.7 feet along the northerly right of way line to point of beginning.  Said above described property includes Parcels No. 9, 10, 11, and 12 of Tract No. 1, of Government Lot 4, Section 34, Township 92 North, Range 29, Humboldt County, Iowa, according to plat of the survey filed of record October 1, 1956, and recorded in Book L on Page 478 in office of the Humboldt County Recorder.

 

WHEREAS, Humboldt County has acquired title to certain real estate and,

 

WHEREAS, Sam and Lakyn Harvey have expressed interest in the above described real estate.

 

NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Humboldt County, Iowa, does sell all of its interest in the above described parcel to Sam and Lakyn Harvey.

All voting aye.

     Moved by Lee and seconded by Mattes to recess as the Board of Supervisors and convene as the Board of Trustees for DD#33 and DD#35.  All voting aye.

     Moved by Lee and seconded by Underberg to adjourn as the Board of Trustees for Drainage and reconvene as the Board of Supervisors.  All voting aye.

     Moved by Mattes and seconded by Underberg to sign a Service Agreement with Nyhart for actuarial services.  All voting aye.

     The Board discussed a change to the employee health insurance plan but no official Board action was taken.

     Moved by Underberg and seconded by Mattes to appoint Brian Skow as a Zoning Board member for the remainder of the 2018 term.  All voting aye.

     Moved by Lee and seconded by Underberg to accept and place on file the Sheriff’s Quarterly Report for the quarter ended June 30, 2018.  All voting aye.

     The Board discussed the eventual replacement of the Planning and Zoning Director and other zoning matters.  No official Board action was taken.

     Supervisor Mattes left the meeting at this time.

     Moved by Pedersen and seconded by Underberg to adjourn at 12:46 p.m.  Ayes:  Underberg, Pedersen, Reimers.  Nays:  Lee.
